IndiaFOSS 4.0 : OpenDataKerala Stall

The 4th edition of IndiaFOSS was organized by FOSS United at NIMHANS Convention Centre, Bengaluru from 7th to 8th, September 2024. OpenDataKerala setup a booth at IndiaFOSS for sharing the community projects and also attracting young talents for contributing to these projects. OpenDataKerala volunteers including Naveen Francis, Jaisen Nedumpala, Ark Arjun, Ranjith Siji, Athul R T, Athul Raj, Jothish Babu explained visitors about the different projects hosted by the community harnessing the power of platforms like Wikimedia and OpenStreetMap. The booth helped the to get visibility on the community contributions that shaped the open data eco-system in Kerala, which exists as a working model for rest of India.

Along with this, promotion of Wiki Loves Onam campaign was also conducted. Participants from Kerala were encouraged to contribute Onam related photos to Wikimedia Commons.

Ranjith Siji, along with OpenRefine contributor Arushi took a workshop on OpenRefine on 8th September 2024 as part of IndiaFOSS.

Open Data Kerala Showcased at Wikimania 2024 in Poland

Wikimania is the annual international conference of the Wikimedia movement, where contributors, editors, developers, and supporters of Wikimedia projects like Wikipedia, Wikidata, Wikimedia Commons, and others come together. It serves as a platform for community members to discuss and share ideas about free knowledge, open data, and the future of Wikimedia projects. The 19th edition of Wikimania took place in Katowice, Poland, from August 7th to 10th. This year’s event was a collaborative effort between the Wikimedians of the Central and Eastern European region and the Wikimedia Foundation. The conference brought together leaders in the free knowledge movement from across the globe to discuss pressing issues, share updates on new projects and innovative approaches, build networks, and exchange ideas.

I am thrilled to share that Open Data Kerala had the unique opportunity to present our community-driven projects at the international Wiki conference, Wikimania 2024. Representing the Open Data Kerala community, I had the privilege of presenting a poster showcasing our recent initiatives and collaborations.

The poster highlighted several key projects undertaken by our community:

Map Kerala Portal: An innovative portal created by our community using data sourced from Wikimedia projects and OpenStreetMap. This portal serves as a comprehensive resource for mapping and exploring Kerala’s diverse geography and infrastructure.
Collaboration with IIT Palakkad: In partnership with the IIT Palakkad Social Outreach team and the Unnat Bharat Abhiyan initiative, we have actively engaged in mapping the Pudussery panchayat on both OpenStreetMap and Wikidata, contributing to better data accessibility and community development.
Open Data Sets: Our community members at Open Data Kerala have published several data sets under open licenses, making them freely available for anyone to download and use. These data sets cover a range of topics relevant to Kerala and beyond, providing valuable resources for researchers, developers, and the general public interested in open data.
Election Map Data Collaboration with Malayala Manorama: During the Local Self-Government (LSG) elections in Kerala, we collaborated with Malayala Manorama to create detailed and accessible election map data, providing valuable insights and fostering greater public engagement.
ODK Wikibase Cloud Portal: Our community has also developed the ODK Wikibase cloud portal, a platform designed to facilitate the easy downloading and use of open data for various projects and research purposes.

Kollam Asramam Ground Mapathon & Photowalk

Asramam ground in the heart of Kollam city is famous for its biodiversity as well as cultural heritage. In 1920s, it was used as an airport during British rule. There were a lot of improvements came in past few years and many of them weren’t mapped properly.

As part of 20th birthday of OpenStreetMap, OSM and Wikimedia communities have arranged a mapathon and photowalk to map and document the Asramam maidan and its surroundings including Adventure Park. Athul R T, Akhilan and Muhammed Yaseen has participated in the event.

The mapping and photowalk began by 11.00 am. The team mapped the walkway, which is 2.3 km around the ground, electric light posts, benches, washrooms, gates and entrances etc. Along with this, the “Ashtashilpas” (അഷ്ടശില്പങ്ങള്‍), which was made as part of a camp are also mapped and photographed. The adventure park and its surroundings, Thangassery light house, St. Thomas Fort were also documented as part of this event.

OpenStreetMap 20th Anniversary and Kole Mapping Initiative - Review and Consultation

Kole wetlands, which lies between Thrissur and Ponnani is one of the important Ramsar sites in India which also exists between central Asian Flyway of migratory birds. It is necessary to conserve and develop this wetlands by giving atmost importance.

In accordance with 20th anniversary of OpenStreetMap, an event is conducting at Puzhakkal library, Muthuvara, Thrissur at 10.00 am, which aims to conduct a public review and consulation process for Thrissur - Ponnani Kole Wetlands, through an open mapping initiative.

Stakeholders’ Workshop for Government Data Ecosystem

A Stakeholders’ Workshop was organized by Open Government Data (OGD) Platform India on 26th July 2024 at the Indian Habitat Centre, New Delhi. Naveen Francis, representing OpenDataKerala participated in the workshop . He also delivered a talk on OpenStreetMap India and activities of OpenDataKerala and how it helped to develop an opendata eco system in Kerala.

Ward Level Mapping - Meeting with State Election Commission

I received a letter from the Secretary, State Election Commission, Kerala, on 22/06/2024, inviting me to a workshop scheduled to be conducted on 29th June at the headquarters of SEC, in Thiruvananthapuram. The letter stated that, The State Election Commission has decided to go ahead with digital mapping of constituencies and wards of all the LSGIs of the state. In order to carry out the activity at field level, it has been decided to conduct a one day workshop and to finalize its Standard Operating Procedure (SOP). All the district level Joint Directors of LSGD, and the State as well as district level Technical Officers of Information Kerala Mission were the other invitees. I have participated in the workshop.

The methodology for surveying and collecting the ward boundary data of each local authorities, framed by Information Kerala Mission was presented by the IKM officials before the State Election Commission, and the invitees. The field survey will be done using the mobile app QField for QGIS. A hands on training including field data collection was also conducted. Each district level official got the opportunity to comment on the methodology.

Me too got the opportunity to comment. The Commission already knows about, our pioneering mapping effort done at Koorachundu Grama Panchayat back in 2014. I described our Koorachundu methodology of mapping to the commission and requested that, when maps got finalised and authorised, it would be beneficial to everyone if the maps and map data were made openly available under a permissive license. I also described the major huddles the Koorachundu Grama Panchayat had to face to get the map data at the finger tip, when in need. I also, reiterated that the forest lands also to be included while drawing ward boundaries, otherwise in case of disasters or mishaps it would be difficult to coordinate rescue operations under the local authorities machinery to rescue. And, it would be equally difficult to handle the activities under the building rules at LSGI levels. The honourable commission responded positively. The workshop concluded in the evening.

Nipah 2021 Epicentre - 3 Kilometers Buffer Zone Map

I too came to know about the Nipah epidemic 2021 outbreak at Chathamangalam for the first time from the news media, like everyone else.

I was on quarantine and medication at home, being a panchayat secretary without any official charges now because I tested positive with Covid19 along with all of my family members.

I have seen the first proceedings related to this, issued by the district collector as the chairman of the district disaster management authority, in the WhatsApp group of local authority secretaries on 05/09/2021.[1]

That was the proceedings/order which declares containment zones and imposing restrictions in the Chathamangalam grama panchayat as a whole where the Nipah outbreak was reported and in the adjacent wards of Mukkam municipality and Kodiyathur grama panchayat, those lie within a proximity of 3 kilometers.

I, a panchayat secretary who is bound to implement such orders if on duty, was doubtful that how the concerned local authority secretaries would enforce that order assessing those vague areas, because the areas to which the restrictions to be imposed weren’t clearly defined in it.

If the orders are much clear, the implementation would be easy, leaving no space for different interpretations.

On 05/09/2021 afternoon, I got a phone call from my superior officer Sri. Abdul Latheef - the Panchayat deputy director, Kozhikode.

He told me that the epicentre of the Nipah outbreak was sent to me on WhatsApp, and asked whether I can draw a map containing the wards around the 3 kilometers proximity around it.

I responded that I can do it with the panchayat boundaries, and I am not sure whether I get the ward boundaries for this. I suddenly remembered after saying this, that Heinz the mapper from Germany, and others in OSM Kerala have done the ward boundary data in the OpenStreetMap. I told him that I would try, and started working in QGIS.

I had the panchayat boundary data with me already, which I have added to the map.

I found the location of the Nipah epicentre in OpenStreetMap. Using the QuickOSM function, I queried and pulled the ward data within 4 kilometers proximity with the epicentre, from the OpenStreetMap.

Marked the epicentre in the map, and created 3 kilometers buffer zone around it using the Buffer function present in Geoprocessing Tools.

Composed everything in Map composer and prepared the map, and sent it to the panchayat deputy director by evening through WhatsApp. Also sent a spreadsheet containing the details of the wards included inside that buffer zone and went to sleep.

The next day on 06/09/2021, I have seen the second proceedings from the district collector in the WhatsApp group, which was relatively clear and easy to implement.[2]

I knew from the WhatsApp group itself, that an online meeting was conducted with the participation of the presidents/chairman and secretaries of those panchayats and municipality, and further actions were planned accordingly.

The point I was trying to say was, even if maps aren’t the only solution for everything, the ability of maps is remarkable in bringing clarity to the important matters related to administrative processes.

So, we should effectively utilise these kinds of possibilities of maps and open data.

Releasing Historical Covid-19 Vaccination

It has been six months after India began the world’s largest vaccination drive. The vaccination for public in india started during the 2021 March 2nd week onwards. Open Data Kerala is happy to release the historical Covid-19 vaccination dataset of Kerala state’s and district’s under an open license from the data published on the CoWIN dashboard. The tabular dataset includes the total number of doses of vaccine admistrated till date and the total number of vaccine types admistrated. The dataset is released at Open Data Kerala github page.

The data is published in CSV format which is a tabular data form that is structured into rows, each of which contains information about COVID-19 vaccination in Kerala. These tabular data sets are also added to Wikimedia commons that allows to use them to create automatic tables, lists, and graphs in Wikimedia projects like Wikipedia.[1]

Dose 2 admistrated

A Line chart race was also created in flourish studio to visualize the data of State’s vaccination drive.[3]

COVID-19 Testing Centres of Kerala Mapped

Open Data Kerala is happy to release the state’s Covid-19 testing labs’ dataset under an open license. All though the data was available on the DHS Kerala website, and it was just a list of labs and their details in pdf format almost non-usable for any other purpose. A team, Open Data Kerala volunteers, sat and geocoded the labs’ locations, classified it under government and private labs, and the type of test available. There are altogether 626 Labs available in Kerala for COVID-19 testing out of which 514 labs are giving Antigen test results, 42 are RT-PCR test, 50 are Truenat Test, 18 are Xpert, and 2 are CB NAAT. Government directly runs 26 Labs, and rest are privately owned. Ernakulam district has the highest number of testing centres – 94 and Idukki district has the least number of testing centres - 14.

Our team led by Ark Arjun and Pratiksha Gundecha along with the support of other open data Kerala volunteers prepared the datasets by manual and machine code. The datasets are released in CSV, Geojson, ESRI Shapefile, and KML formats. A big thanks to Sanjutha Indrajith for the help in machine coding. We tried our best efforts to keep the data accurate, but chances are still there for mistakes, and if you find any, please let us know as there are many machine-coded values.
